Whether Directive 94/19/EC of 30 May 1994 on deposit-guarantee schemes (‘Directive 94/19/EC’) established an obligation of conduct (to merely establish a deposit guarantee scheme), or one of result (to ensure compensation to depositors, including bank depositors in the United Kingdom (UK) and the Netherlands).
