Whether the Agreement Between the United Nations and the United States Regarding the Headquarters of the United Nations (‘Headquarters Agreement’), which required parties to submit disputes regarding its interpretation or application to arbitration, deprived US courts of jurisdiction to hear a suit calling for interpretation of the effect of the Anti-Terrorism Act (‘ATA’) on the United States’ obligations under the Headquarters Agreement.

Whether the ATA, as a later enacted US statute, superseded the Headquarters Agreement as a preceding international treaty.
