Whether the applicant’s continued preventive detention beyond the period of 10 years which had been the maximum for such detention under the legal provisions applicable at the time of his offence and conviction breached Article 5(1) of the Convention for the Protection of Human Rights and Fundamental Freedoms.

Whether the retrospective extension of the applicant’s preventive detention from a maximum period of 10 years to an unlimited period of time violated his right not to have a heavier penalty imposed on him than the one applicable at the time of his offence.
