Whether the refusal to register the applicant as a voter for elections to the European Parliament constituted a violation of her right to participate in elections under Article 3 of Protocol No 1 to the Convention for the Protection of Human Rights and Fundamental Freedoms (‘European Convention on Human Rights’, ‘ECHR’).

Whether that refusal constituted a violation of Article 14 of the ECHR prohibition on discrimination, taken in conjunction with Article 3 of Protocol No 1.
