Whether the detention of an individual for almost one month without any formal charges violated his rights under Article 9(2) and Article 14(3)(a) of the International Covenant on Civil and Political Rights (‘ICCPR’).

Whether the misconduct of a court-appointed lawyer could be attributed to the state under Article 14(3)(d) of the ICCPR where counsel effectively abandoned a case against the appellant’s wishes.
