Whether a ban which had been imposed on the applicant as a result of the addition of his name to a list annexed to a Federal Ordinance, in the context of the implementation of United Nations Security Council counter-terrorism resolutions, breached his rights under Articles 8 and 13 of the Convention for the Protection of Human Rights and Fundamental Freedoms.
