Whether concession contracts between a French firm and the Ottoman Government concerning certain lighthouses situated in the territories of Crete, including the adjacent islets and Samos, were duly entered into and were accordingly operative as regarding Greece, the lighthouses having been assigned to Greece after the Balkan wars.
