1 The Human Rights Committee (‘HRC’) was established in 1977 under Art. 28 International Covenant on Civil and Political Rights (1966) (‘ICCPR’). Its general mandate is to monitor compliance by States Parties with their obligation to respect and ensure the rights set forth in the ICCPR. 2 The HRC met first in March 1977.
