1 The General Agreement on Trade in Services (‘GATS’) is the first and so far only multilateral agreement addressing trade in services (Services, Trade in). It is one of the agreements administered by the World Trade Organization (WTO) and included in Annex 1 B of the Marrakesh Agreement Establishing the World Trade Organization.
