1 This entry deals with the Final Act of the Conference on Security and Co-operation in Europe (‘CSCE’) , which was signed at Helsinki on 1 August 1975. It does not deal with the follow-up to the Helsinki Final Act (for which see Organization for Security and Co-operation in Europe [OSCE] ). 2 The CSCE had its origin in a series of initiatives proposed by the Soviet Union and the Warsaw Treaty Organization (‘Warsaw Pact’, ‘WPO’).
