It may be a blatant and, most likely, unverifiable generalization that humanity knows less about the oceans than outer space. 1 Lacking a Hubble telescope for the oceans, 2 it is, however, in any case correct to say that without marine scientific research, we would obviously be unable to ‘explore, exploit, manage or conserve marine resources or navigate safely or to protect our coasts’, 3 as the term ‘marine scientific research’ prima facie encompasses a plethora of scientific disciplines, such as biology, biotechnology, geology, chemistry, physics, geophysics,...
