The traditional position of international law on the question of international crimes of States was expressed by the Nürnberg Tribunal, which stated that: Crimes against international law are committed by men, not by abstract entities, and only by punishing individuals who commit such crimes can the provisions of international law be enforced. 1 Treaties recognizing or establishing international crimes affirmed the Tribunal’s position.
