Permanent links between States can take a multitude of forms. They are of little interest in an examination of territorial status unless they involve either the creation of a relation of dependency between one State and another, the partial or total merger of the States concerned in a new political entity or (what may amount to the same thing) the establishment of common and autonomous institutions for the conduct of some or all of the affairs of the States concerned.1 These latter types of union have traditionally been accorded separate treatment in textbook...
