Whether the Panel erred in its interpretation of ‘to secure compliance with laws or regulations which are not consistent with the provisions of [the General Agreement on Tariffs and Trade 1994]’ under Article XX(d) of the General Agreement on Tariffs and Trade 1994 in determining that domestic content requirements measures should not be construed as such types of laws and regulations.
