Whether Articles 3 and 12 of the Convention on the Rights of the Child and Articles 4 and 9 of the Convention on the Exercise of Children’s Rights required a child to be provided with independent representation for second-parent adoption proceedings.

Whether international law required an expansive interpretation of domestic legislation that allowed adoption only in the event that pre-adoption placement was not possible, such as in second-parent adoption proceedings by homosexual couples.
