Whether the deportation after criminal conviction of a refugee violated a state’s obligations under Article 3 of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (‘CAT’) and whether the individual suffered from torture in detention in that state, pursuant to Articles 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, and 16 of the CAT.
