Whether, in accordance with Article 55(3) of the American Convention on Human Rights (‘ACHR’), the appointment of an ad hoc judge should be limited to those cases in which the application submitted to the Inter-American Court of Human Rights arose from an inter-state petition.

Whether, under Article 55(1) of the ACHR, a permanent judge who was a national of the respondent state had the right to participate in a case arising from an individual petition.
