Whether an attempt by the state party to rectify an acknowledged violation of Article 14(3)(d), of the International Covenant on Civil and Political Rights (‘ICCPR’), is in itself a violation of Article 14(3)(d) and 14(5), and Article 2, read together with Articles 14(3)(d) and 14(5) of the ICCPR, due to its alleged ineffectiveness as a result of delayed delivery.
