Whether there were reasonable grounds to believe that a defendant was responsible, under Articles 25(3)(a), 25(3)(b), 25(3)(c), and 28 of the Rome Statute of the International Criminal Court (‘Rome Statute’), for crimes against humanity and war crimes committed between December 2013 and December 2014.
