This chapter discusses Annex III of the Specialized Agencies Convention, which modifies the standard clauses of the Convention with regard to the International Civil Aviation Organization (ICAO). The Specialized Agencies Convention which includes Annex III, came into force on 2 December 1948. Annex III deals specifically with the privileges and immunities accorded to the President of the ICAO Council as well as to experts utilized by the Organization. At present, 114 States have indicated that they shall apply the provisions of the Specialized Agencies Convention and Annex III to ICAO while 12 State parties to that Convention have not. The remainder of the chapter covers the drafting history and key elements of Annex III.
