States Parties undertake to adopt all necessary measures at the national level aimed at achieving the full realization of the rights recognized in the present Convention.   Article 24 at first sight seems to state an obvious principle of international law: that States parties must take measures at the domestic level to give effect to the obligations they accept under the treaty.
