1 The notion of foreign aid agreement is used to describe agreements that relate to the transfer of resources from a donor to a developing country. It is best understood by reference to the term ‘official development aid’ (‘ODA’) as defined by the Development Assistance Committee (‘DAC’) of the Organization for Economic Co-operation and Development (OECD).
