The purpose of this short chapter is to set the later discussion of targeting against the perspective of the variety of types of conflict that can arise, making the significant point that the various types of conflict have implications for the law that, in turn, determines targeting decisions. At one extreme we have a situation of global, inter-State, high intensity war in which vital strategic interests such as the continued existence of a State or States may be at stake and a situation of what some describe as total war may exist.
