Any discussion of the law of targeting must start with some account of the sources of that law, and of how those sources relate to one another. That is the purpose of the present chapter. In Chapter 2 we saw how the law of targeting has developed since the middle of the nineteenth century. On numerous occasions reference was made to texts which, though instructive as to what the law might have been at a particular time, did not themselves constitute that law.
