This chapter analyses the rationale, travaux préparatoires, conceptual scope, and normative and jurisprudential influence of Principle 7 of the Rio Declaration. It pays particular attention to how the common but differentiated responsibilities principle stated in Principle 7 introduces fundamental corrections to the idea of equality and reciprocity among States in international environmental law.
