This chapter analyses the rationale, travaux préparatoires, conceptual scope, and normative influence of Principle 6 of the Rio Declaration. It pays particular attention to how the special needs of developing countries stated in Principle 6 have been reflected in a number of international instruments, most notably with respect to least developed and environmentally vulnerable countries.
