At its sixtieth session the Commission decided to include the topic ‘Treaties over time’ in its program of work.1 This decision was taken on the basis of a proposal which is contained in Annex A of the Commission’s Report of 2008.2 At its sixty-first session the Commission decided to establish a Study Group on the topic.3 The present report should be the point of departure for the consideration of the topic by the Study Group.
