This chapter looks at the Council of Europes (CoE) activities geared toward combating terrorism and organised crime. Both are matters of concern for the Council for years, although recently the struggle against international terrorism has become a major focus for the CoE. Thus this chapter analyses both topics using the approach maintained by the CoE, which is to view terrorism and organised crime as interrelated, but nevertheless distinct problems. It then describes and analyses a broad range of CoE activities in the fight against international terrorism, before addressing organised crime. Finally, the chapter concludes with some assessments on CoE strategies against international terrorism and organised crime.
