Nothing in the present Covenant shall be interpreted as impairing the inherent right of all peoples to enjoy and utilize fully and freely their natural wealth and resources. The right of self-determination is expressed in identical terms in common Article 1 of the ICESCR and ICCPR, and springs immediately from the references to self-determination in the United Nations Charter 1945 (though it does not appear in the Universal Declaration of Human Rights 1948).
