The application of human rights, including economic, social, and cultural rights (ESCR), in all situations is addressed in section 1.1 above. The general method of interpretation of ESCR is the subject of section 2.3 above. The issue of whether derogations or restrictions are possible in order to take into account the particular difficulties presented by armed conflict is not totally clear and is the subject of this section.
