9.1 The immunities accorded to a diplomatic agent personally, as distinct from those dealt with in Chapter 8, which belong to the mission, include personal inviolability and immunity from criminal, civil, and administrative jurisdiction. The distinction between an immunity and a privilege is not easy to define precisely, and the terms have often been used interchangeably, but in general a privilege denotes some substantive exemption from laws and regulations such as those relating to taxation or social security, whereas an immunity does not imply any exemption...
