As a consequence of the considerable number, resources, and political role of nongovernmental organizations (NGOs), the demands for their accountability are increasing.1 The NGO sector attracts large amounts of international funding and, as a consequence of developments such as the privatization of public services in many countries and the globalization of decision-making, their role is powerful both locally and transnationally.
