The establishment of diplomatic relations between States, and of permanent diplomatic missions, takes place by mutual consent. The Vienna Convention on Diplomatic Relations does not define diplomatic relations, nor does it define the ‘States’ which are entitled to establish and conduct diplomatic relations.
