This chapter discusses Article 17 of the ATT. The article governs the Conference of States Parties, which is tasked with: reviewing the treaty’s implementation; adopting recommendations on treaty implementation and operation; considering amendments to the ATT; considering issues arising from interpretation of the treaty; deciding on the tasks and budget of the Secretariat; considering the establishment of subsidiary bodies to improve the functioning of the ATT; and performing any other function consistent with the ATT. It is standard practice to hold annual meetings of states parties to discuss the implementation of a humanitarian or disarmament treaty and based on the adopted Rules of Procedure. The Rules of Procedure govern the conduct and working of the Conference of States Parties (plenary sessions, meetings of subsidiary bodies, and extraordinary sessions) from a procedural perspective. It covers various aspects, including participation, representation, and the decision-making process.
