This chapter explores Article 8 of the ATT, which sets out the main obligations and entitlements specific to importing states parties to the ATT. When importing conventional arms, the state of final destination for those arms must provide information to the state that is considering exporting arms to it, if it so requests, in order to assist the ‘exporting state’ to conduct the export assessment contemplated in Article 7. The obligation to provide information is not absolute, and importing states may limit the information they provide to protect national security or commercial interests. It will, though, be in their interest to provide as much as possible of the information sought since this may assist the exporting state in its export assessment to be able to grant authorization. Importing states are also entitled to request information from an exporting state regarding export authorizations that are pending or which have been granted.
