In 1992, as an offshoot of its work on a Code of Crimes against the Peace and Security of Mankind, the United Nations International Law Commission (ILC) commenced substantive work on a draft statute for an international criminal court. In July 1994, a Draft Statute was adopted and recommended to the UN General Assembly.1 That Draft Statute formed the initial working document for the Preparatory Committee’s work in the years 1995–1998.
