The General Assembly of the United Nations has no legislative power. Nevertheless, two of its resolutions on outer space, resolution 1721A (XVI) of 20 December 1961 and resolution 1962 (XVIII) of 13 December 1963, have often been hailed as 'the first chapter in the book of space law'.1 The purpose of this chapter is to examine the legal status of these resolutions.
