1 The office of the ‘High Representative of the Union for Foreign Affairs and Security Policy’ was created by the 1997 Treaty of Amsterdam as the ‘High Representative for Common Foreign and Security Policy’. It was first occupied by the then former NATO Secretary-General Javier Solana (1999–2009), who was succeeded by Catherine Ashton (2009–2014) and Federica Mogherini (2014–2019).
