Whether eluding responsibility for acts of police officers in accordance with domestic law and failing to ensure enforcement of domestic judgments violated the right to effective remedy under Article 2(3) of the International Covenant on Civil and Political Rights (‘ICCPR’), the prohibition of torture under Article 7 of the ICCPR, the right to liberty and security under Article 9 of the ICCPR, and the right to protection from unlawful attacks on the victim’s honour and reputation under Article 17 of the ICCPR.
