Whether a dispute relating to the interpretation or application of the International Convention on the Elimination of All Forms of Racial Discrimination (‘CERD’) existed between two state parties.
Whether parties in a dispute had attempted, prima facie, to engage in negotiations with a view to resolving their dispute, and whether these negotiations were pursued as far as possible by one party pursuant to Article 22 of the CERD.
