This chapter discusses the establishment of the claims process. Topics covered include the types of constituting instrument(s) or procedures by which claims processes are created. It then discusses constituting instrument, modifications and amendments, jurisdiction of the claims process, remedies available in the claims process, where the claims process is physically located, privileges and immunities provided for decision-makers and staff in the claims process, and participation of claimants in planning. An Editors’ Commentary and separate Annotations show how each of these Mass Claims Processes has handled the matter.
