Whether, for the purposes of a request for the indication of provisional measures, the Court should exclude a priori from consideration additional bases of jurisdiction not referred to in the Application, and if not, whether such additional grounds provide the Court with jurisdiction to indicate provisional measures.

Whether the Court may grant additional measures that would be addressed to states or entities not parties to the proceedings.
