1 Political democracy has been an increasingly central concern of international organizations and international law since the end of the Cold War (1947–91) . Some regional organizations, such as the Council of Europe (COE) and the Organization of American States (OAS) , had proclaimed democracy as a goal prior to the early 1990s.
