Whether the 2014 reform of the Spanish law on universal jurisdiction, which required inter alia the presence of the suspect in Spanish territory, violated principles of international law governing universal jurisdiction, and, in particular, the Convention on the Prevention and Punishment of the Crime of Genocide and the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment.
