Whether restrictions placed on university access to certain faculties, through the imposition of an entrance examination and a numerus clausus, were legitimate and proportionate limitations to the right to education protected by Article 2 of Protocol No 1 of the Convention for the Protection of Human Rights and Fundamental Freedoms.

Whether a government could exercise the same degree of control in respect of private schools as in respect of state schools.
